Seminar Abstract

STREET2HOME represents Illumination Foundation's answer to the current impasse in governmental policy making towards homelessness in Orange County. The Board of Supervisors has approved building a centralized 200 bed homeless shelter as the solution to homelessness, but is stymied by adverse community reaction. Illumination Foundation believes an alternate distributive model will provide a better long-term outcome. Illumination Foundation has been evolving the concept of recuperative care since 2008 providing post hospital recovery for homeless patients discharged from hospitals. During the last 18 months IF has been piloting a project called Chronic Care PLUS to provide long-term recuperative care and permanent housing to super utilizer chronically homeless individuals. STREET2HOME is IF's proposal for expanding the CCP model with medical outreach and community partnerships to implement an alternate solution to providing care for the Civic Center homeless population.

As a Public Health Nurse with the County of Orange Health Care Agency, Paul Leon spearheaded a unique grassroots program to bring health access and wrap around services to the underserved homeless population in Orange County. Paul’s passion for public health and the disenfranchised communities started with his work at the Los Angeles County-USC Medical Center emergency room and in volunteer service at the Los Angeles Midnight Mission. Paul saw the hopelessness of those who came in to the emergency room with no home to be discharged to and personally tried to meet their needs. He is currently the CEO and President of the Illumination Foundation (IF). The Illumination Foundation is a non-profit organization whose mission is to break the cycle of homelessness. Paul works as an advocate for the ever-growing issues of poverty, homelessness and healthcare. He currently serves on three widely known steering committees, the Mental Health Services Act committee and is a current Board Member to the National Health Care for the Homeless (NHCHC). He continues to shed light on these issues by mentoring and conducting classes at Cal-State Long Beach, Cal State Fullerton, Biola University, Concordia University, USC School of Social Work, and UCI’s School of Medicine. Paul has won the Irvine Leadership Award in 2014 and the prestigious PIMCO Circle of Leadership Award while leading IF. Paul Cho is the CFO of The Illumination Foundation (IF), a non-profit he co-founded in 2008. IF combines housing and social services with healthcare services to assist homeless families with children and homeless individuals being discharged from hospitals. Paul is a licensed acupuncturist and chiropractor. Previously, Paul spent 16 years in investment banking working for Goldman Sachs and Merrill Lynch. After working in New York, Tokyo, Hong Kong, Singapore and Seoul, Paul retired as a Managing Director in 2003 to pursue his second career. Paul graduated from Harvard University with a B.A. degree in Economics and received his Doctor of Chiropractic and Masters in Acupuncture and Oriental Medicine degrees from Southern California University of Health Sciences. He also received his Healthcare Executive MBA degree at University of California Irvine.
